positioning for the water wars

somehow the idea of a body of scientific mediators to rule on water rights doesn't fill me with great hope. it is a sticky situation, and the more we learn about how inter-related all the various water sources are, the harder it gets. those underground aquifers get replenished from somewhere, after all.
