Wouldn't paying people to not grow anything be considered socialism, as it involves government in the redistribution of wealth rather than relying on private enterprise to generate economic growth?

don't kid yourself—corporations get more handouts than individuals. and the protection and perpetuation of this certainly isn't unique to either major party.
